Bylaws

ARTICLE I – NAME
The name of the group shall be “Career Connections”, an educational advisory group of the Capital Area Michigan Works! (CAMW).

ARTICLE II – MISSION AND RESPONSIBILITIES
The mission of Career Connections shall be to create and support a regional career preparation system that shall provide all students with the necessary academic, technical, and work behavior skills for success in lifelong learning. To accomplish its mission, Career Connections shall receive, review and make recommendations regarding all components of regional career programming including the Career Preparation System (CPS), Carl Perkins and Tech Prep funding. Career Connections shall act as liaison between the Michigan Department of Career Development, local and intermediate school districts, the community college, business, industry, other community organizations, and the Workforce Development Board (which approves and recommends, in concurrence with the Administrative Board, all CAMW program operations). To achieve its primary purpose, Career Connections shall be responsible:

  1. To serve as a catalyst in bringing about cooperation among all agencies concerned with the Career Preparation System (CPS) initiative,
  2. To provide direction, strategies, and support for implementing, improving, and expanding regional CPS programming,
  3. To receive, review, and make recommendations regarding annual and long-range planning for Career Preparation System activities including, but not limited to, the three-year regional plan,
  4. To provide educational, business, and community agencies with public information relating to the Career Preparation System,
  5. To create, support, and coordinate advisory subcommittees as needed,
  6. To maintain committee membership representative of the region and to recommend a Career Connection chairperson to the Workforce Development Board (WDB),
  7. To identify a fiscal agent,
  8. To assure completion of all required reporting procedures and adherence to all pertinent regulations.

ARTICLE III - MEMBERSHIP
Section 1. Recommended Membership
All of the following shall be represented on Career Connections: Workforce Development Board members, other employers, labor, local school districts, intermediate school districts, postsecondary institutions, career/technical educators, parents of public school pupils, and academic educators. The representatives of local school districts, intermediate schools, and post secondary institutions appointed to Career Connections shall be approved by the respective board of the school district, intermediate school district, or post -secondary institute of the designated individuals.

Members shall be appointed by the Workforce Development Board.

Section 2. Attendance
Regular attendance shall be required to perform Career Connections business. Members may be asked to resign if they miss two consecutive meetings.

Section 3. Term of Office
Members shall be appointed for a two year term, effective February 1 of every year. Members may be re-appointed.

Section 4. Voting Rights
Each member shall be entitled to one full vote for each matter voted on.

Section 5. Vacancies
A nominating committee may be appointed by the Chairperson to solicit prospective members with the input of regional members. Career Connections may recommend new members to the Workforce Development Board for appointment.

Section 6. Resignation
A member shall resign by submitting written notice to the Chairperson or the Secretary.

ARTICLE IV - OFFICERS

Section 1. Numbers
The officers shall be a Chairperson or CoChairpersons who are approved by the Workforce Development Board. Other officers, including a Secretary, shall be elected by a majority of the group.

Section 2. Appointments
A slate of officers shall be submitted bi-annually by Career Connections and shall hold office for a two-year term.

Section 3. Duties of Officers
The duties of the officers shall be as follows:

The Chairperson shall preside at all meetings, and appoint all committees as authorized and approved by the members. The Chairperson shall accept all responsibilities as designated by the Michigan Department of Career Development through the Workforce Development Board.

The Secretary shall be appointed by the Chairperson and shall be responsible for record keeping and communications to Career Connections members. Workforce Development Board or Fiscal Agent staff may assist the Secretary in the performance of the position’s duties.

Section 4. Vacancies
A vacancy for any reason shall be filled by appointment of the Workforce Development Board upon recommendation of Career Connections members.

Section 5. Resignation
An officer shall resign by submitting written notice to the Chairperson or the Secretary.

ARTICLE V - CAREER CONNECTIONS EXECUTIVE COMMITTEE
The Career Connections Executive Committee shall consist of Career Connections Officers and other appointed members. Meetings will be open to all members. Committee recommendations shall be presented to Career Connections members at the following meeting when practicable. Specific responsibilities of the Executive Committee will be defined by Career Connections members.

ARTICLE VI - MEETINGS
Career Connections shall meet as needed, but no less than four times a year. Meetings shall be called at the request of the Chairperson, the Workforce Development Board, or by written request of members. Parliamentary procedures will be in accordance with Robert's Rules of Order.

ARTICLE VII - QUORUM
A quorum shall consist of at least one half of the Career Connections membership. Business and education members must be present in any quorum.

ARTICLE VIII – AMENDMENTS AND ADOPTION TO THE BYLAWS
Proposed amendments to the bylaws must be submitted in writing to the Secretary prior to the meeting at which action is to be taken.
